How to Fix Congress

This is a bit radical but not a revolutionary idea. I am a rabid fan of term limits. Congress traditionally has a very low public opinion rating. Everyone complains about Congress but the voters in most cases return the same clowns to office term after term. The founding fathers intended Congress to be populated with "citizen politicians." It was never intended to to create a mass of professional politicians that went to Washington for a term and stay a lifetime.

A Republican Congress created term limits after FDR ran and won 4 terms. Well, to me what's good for the goose is good for the gander. What I am proposing would require amending the Constiution but that has been done before. Here is my plan;

Senators would be limited to one eight year term. The process of staggering terms every 2 years would continue as it does now.

The House of Representative term would be extended to 4 years. As it is now, members of Congress have to spend too much time raising money and time campaigning in a two year term. There would be a two term limit.

Members of Congress could serve two House terms then be elected to one Senate term but the same limits apply.

Vacancies would be handled like this, after being appointed or elected in a special election in the House they can complete the current term and run one more time. For the Senate, they can fill the current term but not eligable to run for reelection.

I am sure this will never happen but it is a very interesting idea. I would appreciate comments or suggestions about this plan.

Will Someone Please Explain This to Me?

I don't understand this. When I was in school, we usually had at least 30 kids in a class. We didn't have computers, Educational TV was in it's infancy and teachers ruled the roost. Now, classes for the most part are smaller, technology has have made many classrooms high tech learning modules but a lot teachers spend more time concerned about getting sued than teaching.

We have strong teachers unions~for good or bad, the Department of Education~for good or bad and more money to spend. Other countries are producing smarter kids than we are. Why? Washington DC Schools spend more money per pupil than any other school district in the country and the schools are in shambles. Why?

Please someone with more knowledge or who remembers what schools used to be like explain why we have the most technology advanced society in the world and as a whole, we can't educate our kids? Please explain this to me.
